We started Oscar in 2012 to create the kind of health insurance company we would want for ourselves—one that behaves like a doctor in the family.</p> <p><strong>About the role:</strong></p> <p>The Director, Insurance Product Filing & Lifecycle Management leads execution across the ACA individual and small group QHP product lifecycle. You will oversee product-related regulatory filing delivery, quality assurance, and operational governance over the annual process calendar.</p> <p>You will translate strategy into accurate and compliant outputs across the product lifecycle. You will lead teams responsible for product execution and QA, serving as the central hub between Product, Technology, SIO, Actuarial, Operations, and External Vendors.</p> <p>You bring structure, discipline, and scalability to complex, multi-market filing and product implementation processes.</p> <p>You will report into the Vice President, Insurance Product Innovation and Development.</p> <p><strong>Work Location: </strong>This is a remote / work-from-home role. You must reside in one of the following states: Arizona, California, Colorado, Florida, Georgia, Illinois, Massachusetts, Michigan, Nevada, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Texas, or Virginia. Note, this list of states is subject to change. #LI-Remote</p> <p><strong>Pay Transparency: </strong>The base pay for this role in the states of California, Connecticut, New Jersey, New York, and Washington is: $180,504- $236,911 per year. The base pay for this role in all other locations is:: $162,453- $213,220 per year. You are also eligible for employee benefits, participation in Oscar's unlimited vacation program company equity grants and annual performance bonuses.</p> <p><strong>Responsibilities:</strong></p> <ul> <li><strong>Product Lifecycle Execution</strong> <ul> <li>Manage insurance product execution calendar from design translation through filing, implementation, and ongoing optimization; operate as the hub of the department PMO activities</li> <li>Ensure agreement between product intent, regulatory requirements, and operational outputs in partnership with the Strategic Programs Organization</li> <li>Partner with insurance product leadership to translate strategy into relevant execution plans</li> <li>Promote performance tracking and process improvement</li> </ul> <strong>Regulatory Filing Execution</strong> <ul> <li>Implement insurance product-specific ACA filing components across Oscar's markets</li> <li>Oversee development of important artifacts (e.g., PBT, SOB, SBC, and benefit documentation) through internal systems</li> <li>Coordinate inputs to ensure filing readiness and timeline adherence</li> <li>Manage responses to regulatory objections and escalations</li> </ul> <strong>QA & Operational Excellence</strong> <ul> <li>Manage QA frameworks, validation processes, and quality standards for product execution and filing outputs</li> <li>Establish execution rhythms, milestones, and governance across the lifecycle</li> <li>Promote process standardization and continuous improvement</li> <li>Resolve risks, dependencies, and data inconsistencies</li> <li>Implement reporting to track progress, risks, and performance</li> <li>Oversee production readiness and release schedules for filing outputs</li> <li>Enforce controls (e.g., freeze windows, change governance) during critical periods</li> <li>Manage version control standards to ensure outputs are accurate and traceable</li> </ul> <strong>Vendor & Cross-Functional Leadership</strong> <ul> <li>Be an escalation point for vendors supporting product execution and QA, managing performance and delivery</li> <li>Be the central execution hub across Insurance product and other leaders</li> <li>Improve agreement on priorities and timelines; lead implementation forums and issue resolution</li> <li>Support leadership with clear updates and recommendations</li> </ul> <strong>People Leadership</strong> <ul> <li>Lead team members responsible for product execution and QA</li> <li>Set priorities, performance expectations, and staffing / developmental plans</li> <li>Build team capabilities in product execution, regulatory understanding, and operational excellence</li> </ul> <ul> <li>Lead end to end regulatory QHP filing execution and ensure accurate, compliant, and submissions</li> <li>Establish execution rhythms, track milestones, surface risks, and lead issue resolution</li> <li>Support leadership decision-making with clear updates and recommendations</li> <li>Mentor and lead associate level execution staff</li> <li>Compliance with all applicable laws and regulations</li> <li>Other duties as assigned</li> </ul> <strong>Requirements: </strong></li> <li>10+ years of experience in insurance product (IFP and Small Group) execution, regulatory filings, and related roles</li> <li>5+ years experience managing people</li> <li>5+ years hands-on experience with health insurance regulatory filing processes, specifically ACA and state specific regulatory filings / environments</li> <li>4+ years of proven experience leading complex QA and production workflows</li> <li>4+ years experience of understanding of controls, documentation standards and version management</li> <li>3+ years of experience operating in close partnership with senior leaders, supporting execution through planning, prioritization, and operating rhythm</li> <li>3+ years project management experience, managing complex partner calendars, forums, and meeting rhythms to ensure critical work progresses</li> <li>3+ years of experience managing third-party vendors</li> <li>Willingness to travel up to 25% of the time.</li> </ul> <p><strong>Bonus points:</strong></p> <ul> <li>Bachelor's degree or higher in business, healthcare or quantitative degree</li> <li>Experience with product development process, focused on individual and family plans</li> <li>Experience supporting senior leaders through agenda setting, meeting preparation, and important decisions</li> </ul><div class="content-conclusion"><p><span style="font-weight: 400;">This is an authentic Oscar Health job opportunity.
