font-style: normal; text-align: start; text-indent: 0px;"></strong><br><ul><li>Plans, organizes and directs the work of an assigned project or program;  <br> </li><li>Conducts a variety of moderately complex financial, analytical, cost and feasibility studies;  <br> </li><li>Prepares and presents a variety of budgetary, informational and statistical reports and makes recommendations in written, graphic and oral presentations;  <br> </li><li>May train and provide technical assistance to lower level staff; <br> </li><li>Makes revenue and expenditure projections for one or multiple budgets; compiles figures, prepares justifications and participates in the annual budget development process; <br> </li><li>Identifies financial program issues, determines appropriate action and makes recommendations for problem resolution; assists in the implementation of program enhancements and improvements;  <br> </li><li>Assists in the development of strategic initiatives to improve and enhance performance and services; <br> </li><li>Prepares documents that include financial and income statements, balance sheets, and statements of cash flow; <br> </li><li>Interacts with Internal Revenue Service and State Franchise Tax Board to resolve tax issues; prepares tax documents; <br> </li><li>Manages bank and fund accounts (i.e. ATM card transactions, special trust funds, and county special funds, etc.); <br> </li><li>Administers numerous receivable and payable funds; <br> </li><li>Computes, assesses and reconciles court assessed fees; <br> </li><li>Provides financial management for individuals and contractors that include external payroll services; <br> </li><li>Develops and participates in cost allocations, and indirect cost rate proposals; <br> </li><li>Prepares and analyzes contract payment reconciliations based on cost reports and payment documentation;  <br> </li><li>Develops and prepares revenue/expense projections;  <br> </li><li>Prepares and presents cost reports, coordinates audits, cost reimbursement settlement claims for government payers and agencies and responds to related requests for information from auditors;  <br> </li><li>Defines financial reporting and information needs and coordinates any systems modifications with Information Services;  <br> </li><li>Coordinates with other departments, outside vendors and service providers to achieve financial program goals;  <br> </li><li>Negotiates and monitors financial contracts with outside service providers and business partners;  <br> </li><li>Analyzes and interprets existing, new and proposed legislation for cost and program impacts;  <br> </li><li>Responds to a variety of information requests from both inside and outside the agency;  <br> </li><li>Uses a variety of information applications and databases to develop schedules and special reports; <br> </li><li>May be assigned as a Disaster Service Worker, as required; <br> </li><li>Performs other duties as assigned.</li></ul><div>Sufficient education and experience which directly demonstrates the possession and application of the following knowledge and abilities:<br><br><strong>Experience Note: </strong>The knowledge and abilities listed below are acquired through possession of a Bachelor's Degree in Accounting, Finance, Business Administration, or a closely related field <br> </div><div style="text-align: center">-AND-<br> </div><div>Three (3) years of increasingly responsible professional level financial analysis experience.
